Tuesday’s Super Intelligence lunch at the White House did something rare in a crowded policy week: it put the people building frontier models on one page. President Donald Trump sat between Elon Musk and Nvidia’s Jensen Huang and left the East Room with a signed one-page voluntary accord, not a development freeze.
The document is the White House Accord on Super Intelligence: Joint Commitment on Frontier Responsibilities. Trump signed it with Musk, Google’s Sundar Pichai, Anthropic’s Dario Amodei, Meta’s Mark Zuckerberg, OpenAI president Greg Brockman, and Huang. Several executives in the room did not sign. Trump called the pact “morally binding” and “almost like a constitution.” The text itself is practical. Each company agrees to four layers: internal controls on model capability and alignment during training and deployment, including cybersecurity, biosecurity, chemical threats, and unintended system access; an internal team to keep those controls working and fix gaps; an independent external auditor or evaluator; and an independent board committee that receives the reports and is charged with making sure identified issues are fixed. The participating companies also pledged to meet regularly on standards.
That structure is the story. Safety work now has a shared architecture across rivals who do not agree on a slowdown. On the driveway after the lunch, Musk talked about an age of abundance. At a later America.gov panel, he described the arrangement as companies grading one another’s homework. The accord leaves the door open to later statute, without waiting on Congress to start the audits.
The same day, Trump signed an executive order directing the executive branch to use “Super Intelligence” and “SI” in place of “artificial intelligence” in non-statutory communications, on the argument that the technology has already outgrown the older label. Asked about an AI or super-intelligence czar, he said he would name one over the next three or four days. Those are branding and staffing moves. The operational piece is the four-layer stack. If the signers stand it up, with controls, monitors, outside audits, and board oversight, the country can keep building. That morning, at an America.gov event, Trump said, “I will never stifle the growth of a technology that will be bigger than the industrial revolution.”
